About HDC

Our Main BuildingSince 1969, the Handicapped Development Center has been a non-profit organization supporting people with disabilities. The Center began as a result of a citizen study sponsored by United Community Services of Scott County, which is now known as United Way. The study recommended the merger of four programs providing similar services. Those four groups were: the Scott County Sheltered Workshop, the Scott County Association for Retarded Children (Citizens), the Scott County Council for the Handicapped, and the Scott County Society for Crippled Children and Adults. Recommending a more economical, efficient and effective system to deliver services to persons with disabilities, the study suggested the programs unite. This merger proved to be a successful collaboration.

About HDC IowaWe believe…

That all individuals are endowed with the same fundamental rights and needs, are entitled to opportunities promoting the fulfillment of those rights and needs, should be allowed to continue developing throughout their lives, and should have the opportunity to become contributing members of their community.

Our Mission

The Handicapped Development Center is a non-profit organization whose purpose is to plan, establish and operate programs which provide opportunities and assistance to persons with disabilities in and around Scott County, Iowa.
