How long has HDC been around?
The Handicapped Development Center was incorporated in 1969. In 2009, we celebrated our 40th anniversary.
How many people work at HDC?
HDC has approximately 350 full and part time employees.
How many people receive services from HDC?
During the past year, 348 people were served in HDC's various programs.
Who uses HDC's services?
Any person who has a documented disability and who would benefit from services can participate in our programs. We serve primarily individuals with developmental disabilities like autism, intellectual disabilities and cerebral palsy. People with brain injuries, physical disabilities, and mental illness also receive HDC services.
How is HDC funded?
HDC's programs are funded through federal, state, and county funds. The various programs are funded in different ways. The Scott County Board of Supervisors approves the budget.
Is HDC licensed and accredited?
The group homes are licensed through the Iowa Department of Inspections and Appeals as Residential Care Facilities for the Mentally Retarded (RCF/MR) and the Residential Center is licensed as an Intermediate Care Facility for the Mentally Retarded (ICF/MR). We are also certified by the Iowa Department of Human Services (DHS) to provide Home and Community Based Services (HCBS) to persons who have intellectual disabilities and who otherwise are determined eligible under the Medicaid/Title XIX program funded through DHS.
We are also accredited by Carf, the Rehabilitation Accreditation Commission. Three-year accreditations, the maximum possible, have been achieved at every survey since 1983.
How does a person get services at HDC?
Many referrals come through schools, the Department of Human Services, the Department of Vocational Rehabilitation, families, doctors, etc. To make an application or learn about specific admission criteria, call us at 563-391-4834.
